Rework the language system

So, if u upgraded your jinno language skills let's say, u can fully understand jinno language. But you can't speak, the other one won't understand what u say.
This is just unrealistic considering that if u know a language, you are able to listen and speak that specific language.

So , if someone has m1 at that specific language, make it so the other players would understand.

It's not worth it upgrading your language skills if u can only understand the others, but never talk to them, even though u 'perfectly' know the language. Make it rewarding for players who decide to upgrade it.
