Increase Nation War level difference needed for points

Currently: Killing a player of 10 levels or more below yours yields no points.

Increase it to 15 levels needed for a kill to count, considering there are only 6-7+ lv 100 PvP players, they literally can't make points.

Also you can increase minimum level for Nation War to at least 85, low levels accounts are there only to put a slow or block you with hits.
